The Logistic Platform project, has the aim to increase the services available in the Port of Taranto, in regards to their structure, technology and number and is a part of the “First Plan for the realization of infrastructures and strategic production centers of National Concern” approved by the C.I.P.E. with decision n. 121 on December 21st, 2001 (“Port and Inter-port Hub – Taranto Area”) and further confirmed by decision n. 130 on April 6th, 2006.
Following the preliminary offer, approved with decision C.I.P.E. n. 74 on September 29th, 2003, the proposing party -composed by the temporary association of companies given by Grassetto Lavori S.p.A., Grandi Lavori Fincosit S.p.A., Logsystem International S.r.l., Logsystem S.r.l., Magazzini Generali Lombardi S.p.A. and S.I.N.A S.p.A., the Port Authority of Taranto (Grantor)- has announced a tender notice, in compliance with art. 37bis of the Law n. 109/1994 and subsequent modifications and supplements, for the completion works of the preliminary plan, the construction of all infrastructures and for the management of the Logistic Platform as well. The contractor has been identified as the same proposing party. The adjudge procedure has been completed with the signing of the specific agreement on March 9th, 2006.
The ATI authority, with a document signed on July 25th, 2006, has established the Taranto Logistica S.p.A. company which has assumed the grant contract. The above mentioned company will take care of, in addition to the final and executive plan, the coordination of the financial resources, the execution of works, their testing and startup. After their construction, all infrastructures will return property of the parties designed for their management, with the only exception of the Logistic Platform which will be instead managed by the contractor for a period of 30 years starting from the test date.
On November 18th, 2010, with decision n. 104/2010, published in G.U.R.I. on August 8, 2011, at n. 178, the C.I.P.E. has approved the final project, with provision and remarks which must be considered when drafting the executive project and/or before the beginning of the work, and has also declared the need to obtain further environmental and dredging permits. On Thursday, August 25, 2011 a document in addition to the agreement established between grant and concessionaire has been also signed in accordance to the CIPE decision, so to accept the updated costs and the different timing regarding the project’s working activities.
The exclusive design of the entire project has been carried out in compliance to what has been designed in the preliminary and final project, according to the following areas:
• Enlargement of the 4th Deck;
• Deck at the west side of the 4th Deck;
• Upgrade and development of the “Quay Road”;
• New Logistic Platform located in the ex-train maintenance area of RFI;
and, in addition,
• Creation of a Sediment tank for the collection of the sediments which will be produced by the sea floor dredging during the creation of the 4th Deck and of the Service Deck,
With Decree n. 24/12 on March 26th , 2012, after having verified that “during the creation of the executive project, all provisions required by C.I.P.E. had been followed, in acceptance of the final project”, the President of the Port Authority of Taranto has approved, in preliminary and contingent way, the final executive project as for the arrears specified in the conclusion of the procedure, as required by the C.I.P.E. and by the advice with regard to environmental issues associated to the dredging activities.
Following the long and complex acceptance procedure and after the achievement of the necessary recommendation by the different Agencies, Authorities and Legal Subjects, with Decree n. 77/13 dated 31.07.2013 the President of the Port Authority of Taranto, has redefined the reception of the executive project and has therefore assigned, with a Note dated 02.09.2013, to the company Taranto Logistica S.p.A. “all works starting from 30.08.2013”.
The total working time will be of five years.
